UIUC Rainwater Management Program

Owner: University of Illinois at Urbana-Champaign

The project involved the development of a comprehensive rainwater management plan for the UIUC campus. The goal of the plan involved identifying opportunities to develop green infrastructure within the campus limits to improve water quality, developing proposed solutions to reduce areas of existing flooding and ponding, and identifying policy changes to retain and reuse rainwater within the campus.

Lin Engineering, Ltd. provided project support through topographic survey of the existing storm sewer systems throughout campus to assist the development of the comprehensive hydraulic model.

Martin Luther King Bridge (Illinois Ave.) over Mississippi River, St. Clair County

Owner: Illinois Department of Transportation

Scope of work included preparation of a Bridge Condition Report (BCR), structure plans, specifications and estimates for the anticipated repair work and bridge painting. The work included the plans, special provisions, estimate of time and cost, and all other work required to complete the contract, relating to S.N. 082-6001 (Illinois Ave. over Mississippi River) also known as Martin Luther King Bridge.

Lin Engineering, Ltd. provided project support including structural design support, as well as bridge deck, topographical, and boundary surveys. Also provided civil support including preparation of Phase I Traffic Management Analysis, and Phase II civil plans including maintenance of traffic and detour plans.

Illinois Riverview Bridge

Owner: City of Chicago Department of Transportation

Phase II design engineering services were performed for the Riverview Bridge project, crossing the North Branch of the Chicago River at Addison. The structure provided a new connection for bicyclists and pedestrians between the paths in Clark and California parks. The proposed structure, founded on piers, was elevated above the water level and designed to minimize scour and erosion.

Lin Engineering, Ltd. performed detailed structural design review for the proposed bridge. Construction of the bridge was completed in 2019.

Illinois River Bridge Replacement, IL Route 178 over IL River, LaSalle County

Owner: Illinois Department of Transportation

Phase I and II Engineering Services were performed for the preparation of a Combined Design Report, Environmental Assessment, and Phase II final contract plans, specifications, and estimates for the replacement of the structure carrying IL Route 178 over the Illinois River, S.N. 050-0088 south of Utica in LaSalle County.

Lin Engineering, Ltd. provided survey and data collection services, and Phase II final roadway plans, specifications, and estimates for the proposed bridge replacement. Work was completed under staged construction including intermediate stages for embankment.

I-57 Interchange New Construction Project at Bourbonnais Parkway/6000 N Rd.

Owner: Illinois Department of Transportation

Phase III engineering services were performed for the new construction of the interchange of I-57 at Bourbonnais Parkway / 6000 N Rd. in Kankakee County. Work also included intersection improvements at IL Route 50 and US Route 45/52, including embankment, traffic signals, lighting, PCC pavement, PCC ramps, and related intersection improvements.

Lin Engineering, Ltd. assisted in the construction inspection and documentation for the project. Specific work included on-site inspection of maintenance of traffic operations, embankment, material inspections, preparation of records and documentation, and use of the Department's documentation tracking system (ICORS).

John Deere Road (IL Route 5) Reconstruction and Widening

Owner: Illinois Department of Transportation

Phase II engineering services were required for the preparation of two sets of contract plans, roadway plans, structure plans, specifications and estimates for roadway reconstruction and widening improvements on IL 5 (John Deere Rd) from approximately west of 38th St. to 70th St. in Moline. The proposed improvement consisted of widening the existing four-lane roadway to a six-lane facility, adding dual-left turn lanes, ramp modifications at I-74, eliminating access to 38th St. north of IL 5 and the construction of a connector road, adding a new bridge, pavement reconstruction, shoulder improvements, frontage road modifications, drainage and utility investigation, culvert replacements and extensions, adding curb and gutter, preparing a drainage report to determine storm sewer sizes and inlet locations, retaining wall design, geometric, traffic signal and lighting improvements. The project consisted of two separate contract packages. One set of plans is designed from west of 38th St. to 53rd St. and the second set is from approximately 53rd St. to 70th St. This facility is partially access controlled.

Lin Engineering, Ltd. performed civil and structural design support for the project, including design of proposed sign structure trusses, culverts, retaining walls, signing and striping plans, and proposed erosion control plans.

Central Road Reconstruction and I-90 Ramp Construction

Owner: Illinois Tollway

Phase II engineering design services were required for the proposed reconstruction of Roselle and Central Roads in Schaumburg, including the proposed construction of an I-90 westbound on-ramp from Central Road just west of the intersection. Work included proposed roadway plans, as well as structural plans for the proposed pedestrian bridge over Central Road, and proposed culvert under the new ramp, traffic modernization plans, and other related work for the project.

Lin Engineering, Ltd. performed detailed QA/QC plan reviews for the proposed reconstruction project, as well as the design of the proposed box culvert under the new ramp.

IL Route 89 over the Illinois River

Owner: Illinois Department of Transportation

Phase I and II engineering design services were performed for the replacement of the existing structure carrying IL 89 over the Illinois River south of Spring Valley. This structure is included in the Illinois Department of Transportation's "Historic Bridges of Illinois Structure List.”

Lin Engineering, Ltd. performed all surveying during Phase I for development of the Project Report, Bridge Condition Report, Hydraulic Report, and other studies required for Phase I completion. Detailed survey tasks including bridge surveys including piers, roadway profile, abutments and slopewalls, drainage structures, utility facilities, and other topographical elements. Also performed the hydraulic surveys of the Illinois River stream sections for development of the Hydraulic Report.

Phase II design included assistance in structural design elements, including design of plate girders, splices, shear studs, pour sequence analysis, and detailed designs and computations for bearings, deck slab elevations, camber/fillets, and pier and abutment analysis.

IL Route 47 Congestion Relief Project in Woodstock

Owner: Illinois Department of Transportation

Phase I engineering services were required for the preparation of a preliminary engineering and environmental study for the improvement of IL 47 from US 14 to Charles Road, approximately 4.5 miles. Typically, the existing roadway cross section is one-lane in each direction (undivided) with shoulders. Land use abutting the corridor includes residential, commercial, industrial, and potential historic properties. The proposed improvements addressed geometric modifications through reconstruction to accommodate existing and projected year 2030 travel demands.

Lin Engineering, Ltd. prepared the hydraulic reports for the two culvert structures within the project limits. The analysis included development of Clark-Unit Hydrograph models to accurately model the anticipated design storm events, including detailed modeling of an existing detention pond to remain in place under proposed conditions.

IL Route 19 (Irving Park Road) at York Road Reconstruction

Owner: Illinois Department of Transportation

Phase II engineering services were required for preparation of contract plans, specifications and estimates, including TSL, structure, roadway plans for improvements to the IL 19 at York Road intersection. Work also consisted of preparing plans for a railroad and a roadway runaround for IL 19 completed in advance of the intersection improvements. Coordination with local agencies included DuPage County, the City of Chicago, railroad companies, the O'Hare Modernization Program and the Illinois State Highway Toll Authority.

Lin Engineering, Ltd. prepared the proposed drainage plans for the reconstruction of the IL Route 19 (Irving Park Road) at York Road intersection in Bensenville, IL. The project consisted of oversized storm sewers to provide for detention for the additional impervious area, temporary storm sewers to accommodate maintenance of traffic staging, and bridge deck drainage for the proposed railroad structure over the intersection.

I-57/70 Rehabilitation from North to South Trilevels in Effingham

Owner: Illinois Department of Transportation

Phase I and II engineering services were required for the proposed rehabilitation of I-57/70 from the north to south trilevels in Effingham. Lin Engineering, Ltd. performed the Phase I Location Drainage Study, and Phase II drainage plans for the project. Several significant floodplains exist within the project limits, as well as complex drainage patterns which exist within and near the north and south interchanges. An additional lane was added for both the northbound (eastbound) and southbound (westbound) directions, increasing runoff through the project limits. Specific drainage improvements included storm sewer inlet spacing and sizing computations for the mainline barrier wall median, and Fayette Ave. roadway improvements. Also included proposed culvert improvements, determination for remove/replace vs. extend option for 67 culverts, ditch design and velocity computations, and erosion control.

Martin Luther King Bridge Rehabilitation (Illinois Ave. over Mississippi River)

Phase II engineering services were required to perform a bridge inspection, prepare a Bridge Condition Report, and prepare construction plans for structural repair work and bridge painting for S.N. 082-6001 (Illinois Ave. over Mississippi River) also known as Martin Luther King Bridge.

Lin Engineering, Ltd. performed all surveying services related to the project, including establishing the surveying control, survey of all structural elements, alignment development, topographical and tree survey, and establishment of the existing right of way boundaries. Our firm also prepared all maintenance of traffic plans for the project, staging plans, detour plans, and site investigation to verify the proposed detour routes. Lin Engineering also assisted in preparing structural designs, drawings and computations for the proposed bridge repair.

Martin Luther King Connector Bridge (EB to I-55/I-64 WB)

Owner: Illinois Department of Transportation

Phase II engineering services were required for the project, which involves a new structure and additional lanes from the MLK Bridge EB to I-55/64 WB. Work consisted of the preparation of multiple Type Size and Location (TS&L) drawings, multiple Structure Geotechnical Reports (SGR), a Traffic Management Plan (TMP), and the preparation of the plans, specifications, and estimates package. The PS&E included new structure plans, structure repair/reconstruction plans, roadway plans, any required retaining wall plans, special provisions, estimate of time, estimate of cost, as well as preparation of agreements with railroads, light rail and local agencies.

Lin Engineering, Ltd. provided structural engineering design support for the project, including the review of all shop drawings prepared during Phase III, preparing loading computations and reviews for designs performed by others, and performing foundation detailing and design.

Jane Addams I-90 Rebuilding and Widening Project

Owner: Illinois Tollway

As part of the 15-year, $14 billion capital improvement program, Move Illinois, the Illinois Tollway is rebuilding and widening the Jane Addams Memorial Tollway (I-90) as a 21st century, state-of-the-art corridor linking the Chicago Rockford International Airport to O'Hare International Airport. The $2.5 billion I-90 Rebuilding and Widening Project is increasing capacity, reducing delays and strengthening economic activity.

Originally built in the 1950s, the Jane Addams Memorial Tollway is part of Interstate 90, the longest interstate in the United States, and covers 77 miles extending from near the Wisconsin border to the Kennedy Expressway. The I-90 corridor from downtown Chicago to Rockford serves nearly one million travelers per day.

Lin Engineering, Ltd. established survey control for the entire I-90 project corridor from Randall Road (M.P. 52.10) to Kennedy Expressway (M.P. 78.65). Civil design work included preparation of I-90 at Arlington Heights Road ramp proposed geometry, maintenance of traffic plans from Higgins Road (M.P. 61.30) to IL Route 53 (M.P. 68.20), and detailed QA/QC for civil and traffic signal plans performed by others. Structural design work included preparation of the proposed bridge carrying I-90 over Arlington Heights Road, and multiple box culverts and retaining walls within the project limits.

New I-70 Mississippi River Bridge & Corridor

Owner: Illinois Department of Transportation & Missouri Department of Transportation

The New I-70 Mississippi River Bridge, approach structures, interchanges and corridor connect Southwestern Illinois to downtown St. Louis, MO. The project was a monumental example of successful multi-state, agency, consultant, and stakeholder coordination with more than 30 entities working side-by-side to ensure the river bridge and its connecting interchanges were completed on time. With a main span of 1,500 feet — the third longest cable-stayed in the U.S. — the river bridge was designed in half the time of similar bridges. The team's design innovations transformed the previous, unattainable $1.6 billion design to an affordable, buildable design at $676.3 million.

The Missouri Approach spans consisted of a 9-span PPC NU-girder superstructure supported by multi-column piers with drilled shafts. The total bridge length is 1145' and the width varies from 86' to 146'. The horizontal alignment transitions from tangent to curved/tapered, and the bridge was designed for seismic category C. The Illinois Approach spans consisted of a 10-span steel plate girder superstructure supported by two-column piers with drilled shafts. The total bridge length is 2546' with an out to out width of 86'. The bridge is on a curved alignment, and the bridge was designed for seismic category D. The design was completed in 2009 and construction is complete. Lin Engineering personnel acted as part of a Design Team located in St. Louis, MO for the duration of the 12 month design project. The team performed design computations for the PPC girders, deck slab elevations and girder fillets, the seismic model and design loads, and all computations for the bearings and pier design. Lin Engineering's involvement on the Illinois Approach spans included the review of the seismic model results along with an independent review of the steel girder camber calculations.

West State Street in Rockford (US Business Route 20)

The West State Street corridor, originally marked U.S. Route 20, is an important trans-continental highway. The City of Rockford's goal is to revitalize the economic health of the central core of Rockford and the area along U.S. BR 20. This effort involved the re-emphasis of this route as a gateway into the community. Phase I design consisted of a five-lane limited access 4.0-mile section and realignment of a one-way. The existing flush median was removed and replaced with a divided highway with limited access. Land acquisition was required for the multi-use path to entice development and invite motorists through town.

Lin Engineering, Ltd. served as subconsultant for the project, and acted as lead designer for preparation of all drainage design elements, including preparation of the Location Drainage Report, and hydraulic reports. Stormwater detention was included in the design to account for the additional impervious area due to the roadway widening. Our firm also prepared the accident analysis, maintenance of traffic plans, and intersection design studies for the project.

IL 3 over the UPRR / Prairie DuPont Canal

Owner: Illinois Department of Transportation

The Illinois Department of Transportation required engineering services to prepare Phase I and Phase II design plans for the replacement of Illinois Route 3 over the Union Pacific Railroad (UPRR) and Prairie DuPont Canal in Dupo, IL. The existing structure, built in 1954, had significant damage which resulted in a sufficiency rating of 2.0 and therefore required replacing. Early coordination was required to ensure all affected parties were in agreement with the span configuration of the proposed bridge. The replacement structure is a four-span parabolically haunched plate girder bridge on drilled shaft foundations.

Lin Engineering, Ltd. provided structural engineering design support for the project, including the review of all shop drawings prepared during Phase III, and preparing loading computations and reviews for designs performed by others.

I-355 Rehabilitation - Butterfield Road to Army Trail Road

Owner: Illinois State Toll Highway Authority

Interstate 355 was originally constructed in 1989 as the North-South Tollway, to reduce travel times for commuters traveling north and south within DuPage County. Lin Engineering, Ltd. assisted in the preparation of roadway plans for the proposed rehabilitation in 2009 for the newly named I-355 Veterans Memorial Tollway from Butterfield Road to Army Trail Road. Work performed included preparation of Barrier Warrants Analysis and roadway plans to address all safety hazards within the project limits, including installation of new guardrail, anchors, and terminals to conform to AASHTO Guidelines and Illinois Tollway Criteria. Hazards identified and resolved within the project limits included unshielded bridge abutments within the roadway clear zone, unshielded and protruding sign structure foundations, substandard guardrail lengths, and regrading/flattening steep roadside slopes that inhibited vehicle recovery after road run-off.

IL 29 Phase I Engineering/Environmental Study

Lin Engineering, Ltd. was subconsultant to CH2MHILL for the IL Route 29 Engineering and Environmental Study, and provided hydraulic engineering services in connection with the Project Design Report, Environmental Assessment, Hydraulic Reports, and Location Drainage Study for Illinois Route 29 from north of Chillicothe in Peoria County, up to the I-180 interchange in Bureau County. The report involves the design of a four-lane expressway along proposed IL Route 29 on new alignment for a majority of the project limits. This evaluation included considerations for significant amounts of environmental, historical and cultural impacts, limiting the extent of proposed right of way available for purchase. The existing drainage patterns within this highly complex project area consist of a bluff to the west of IL Route 29, in several specific areas just abutting the existing roadway, in which significant cuts into the bluff were proposed, requiring extensive closed drainage systems. Drainage design constraints also included an existing railroad system just east of the mainline, and the Illinois River just east of the railroad. Historical overtopping of the roadway was prevalent in specific areas within the project limits. Main channel crossing with overflow structure at one stream crossing was modeled using multiple opening analysis feature. Impacts due to longitudinal floodway encroachments were analyzed for three separate locations, two involving encroachments to the Illinois River. Proposed roadway and drainage designs provided for significant considerations to existing drainage patterns and impacts, in addition to the environmental, historical, and cultural constraints within the project.

Wabash River Bridge

Lin Engineering, Ltd. was subconsultant to Alfred Benesch & Co. for the proposed replacement of the Wabash River Bridge project. The engineering services included the preparation of a scour analysis and report for the structure carrying FAP 827 over Wabash River in Wabash County, Illinois and Gibson County, Indiana. Lin Engineering computed scour depths for rainfall events up to the 500-yr event, and provided recommendations to the structural design staff for minimum depth requirements for the proposed piers and abutments for the replacement bridge. Scour computations were also performed to determine minimum depth requirements for cofferdams which were utilized in construction of these substructure elements. The existing bridge was to remain in place during the construction of the new bridge, and was a significant consideration in performing the scour computations for the project.
